
--Rather than spending billions of dollars on such a detrimental plan as a fence on the Rio Grande, a suggestion for serious consideration of a beneficial alternative is discussed: the construction of a third dam on the Rio Grande River bordering Mexico and the Texas.
--This third dam is called for in the 1944 treaty with Mexico and is to be located between Laredo and Eagle Pass. A third dam would create a reservoir to supplement water supply needs along the border, provide a water barrier to inhibit border crossings, and possibly allow for higher water levels in the Rio Grande to offset areas of the river in which it is easily traversable without swimming.
